Stranding, you have it. It's a tree lopper.

The brick wall was a bit of a red herring, I rested the lopper against the wall after pruning some fruit trees.

As always, devious! The braided rope & toggle drew me in straight away (as it would:-)) and we have one just like it, so a giveaway.
