This item has nothing to do with photography. It is a WWI military optical device. The circled area assists in using the device at night.

Not an old telescope and not quite a pair of binoculars.

Is it a monocular sighting device for the M 16 "Blink" signal lamp, used by the Wehrmacht in the Second World War?

    "not quite binoculars..." ??

The only thing I can think of is a one-eye "scope". We have one for archery. But am very dubious about that being right.

It is a monocular sighting device, but not for the M 16 "Blink" signal lamp,it's about 3 times larger. It was used by the German Army, but not in WWII. In any case,I don't need the exact designation of the monocular. What I need now is the purpose of the circled area in my second picture.
Here's a photo showing the monocular together with one from the M16 "Blink" signal lamp.

Shows the range? By which I mean the distance to what you're looking at?

The circled area is not for showing the range of what is being looked at. It's purpose is to enable the device to be used at night. What is this part called?
