That is precisely what they do.
The silver unit is the power coupling.
The large red housing holds receptacles for multiple audio / video feeds.
The small red one provides the connection for a production return feed (to monitor both audio and visual) from the set.
By locating these terminals building wide, every location can be transformed into a set. Useful when producing live programs with many elements or, for recording segments that may be disruptive to other shooting taking place at the same time.
