Microsoft was forced to offer people a choice what browser to install even though Microsoft was just bundling IE and people were free to choose whatever browser they want to install later.

In contrast, Apple apps can only be installed via Appstore (assuming we are not talking of jailbreaking here).

How come this is being tolerated by industry watchdogs?

I find Microsoft's model much fairer compared to Apple's.

The App Store is not a monopoly. It's simply the way that one supplier of mobile computing devices has chosen to allow for delivery of additional software for their device.

If you don't like it, don't buy the device. You have plenty of free market alternatives.

It's not like the AT&T monopoly where they were the only phone company available.

As to whether or not Microsoft held a monopoly we will never know, since they settled while under appeal... It never went through the full legal test.

Microsoft did not get into trouble for bundling IE. I'm not going to bother to repeating what did happen. It is easy enough to read up on. Try Wikipedia.
