Do I have to upgrade to Snow Leopard to use Itunes and apps?

First off there is no iPad 5, there is the 4th generation and the iPad Mini. Theoretically you no longer need a PC or Mac however, if you want to sync/backup to your Mac the minimum requirements (according to Apple) Is OSX 10.6.8
