I just got the iPad 3 from a friend. Did a factory reset, and my icon for the App Store is not on home screen or anywhere on iPad, and nothing will download from web. Please help.

It sounds like a Restriction has been set for the App Store but if you have just done a restore to Factory settings, I'm confused. Have a look in Settings - General - Restrictions and see if there are any restrictions set here.
