The instructions say
If you want to ask a question in an existing thread click on the "+ Reply to Thread" button located at the top and bottom of every page.
So I go to this page and there is no "+ reply to thread" button there top or bottom of thread what am I doing wrong?

Sorry to be so slow on the uptake. Do you mean the arrow in the top right hand corner?

Yes, the arrow for a new reply or if you want to quote a post you can use the blue arrow pointing down at the right hand side of the post.
