Numbers is only adding a sheet, its not offering the choice to add a form, when I press the plus sign for a new tab. Does anyone know why?

I'm a long time Excel user trying to transition to Number.

First add a table on a sheet. Then you can add a form.

Thank you - I did have a table started, but I had the column headings in the wrong place. In Excel you can put them anywhere. I always dropped down a couple of rows to leave some maneuverability. In Numbers they have to go on that very top dark grey row.
