I cannot e-mail photos. When I select e-mail from photos, I'm taken to settings, add mail. I already have Gmail and Exchange accounts set up, but the photo forward does not seem to recognize them. It wants me to add an e-mail account. How do I get the photo app to recognize my e-mail accounts?

Do you actually have the gmail and exchange accounts set up for the stock mail app, or are you using a third party app for them. It sounds like you are using a third party app.

I am using the gmail app. Do I need to set up the stock mail app as well?

I think so as the photo app only calls the stock app when you want to email.
