I had this displaying on my iPad just a few weeks ago and it was because my Internet provider was doing work on their system and shut down the Internet for a short time.
I did a reset of my router and all was good. Have you tried this?

This is a message from the SIM card. It is faulty and needs to be replaced.
That's weird as I don't even have a sim right now.......so don't understand how that could be.
And it happened at home when I was connected to wifi. I know my carrier was doing work in the area as they sent me a letter telling me the dates and times they were shutting down.
Gardenia....do you have a 3G iPad?
