Hello I just got mY IPad and I don't know how to transfer my pictures from my PC to my IPad

If you go to your iTunes and open your photos tab-choose "sync photos from," from there you have a choice to sync certain albums or album. See this link from apple: iOS and iPod: Syncing photos using iTunes
