I have an iphone 4 and a iPad. Does anyone know if it is possible to use my iphone as a wi if hotspot without purchasing a data package from my network supplier. I am currently with O2

You will have to enquire with your telco, being in Australia I'm not familiar with O2. But here we can do this without incurring extra fees. Others will chime in here who do know.
