Hi and welcome to the Forum!

With regards to your question when an app behaves strangely it is best to close it completely and then relaunch it. From the home screen do the four finger swipe up or double press the home button to reveal your multi task bar. These are all the apps that you have opened at one time. Long press the app until it jiggles and a red minus sign will appear above it. Press the minus sign, this will close the app, not delete it, now press the home button to return to your screen. It's also a good idea to close all these apps, as it helps the iPad run smoothly. Give it another try and let us know how you go.

Relax, I don't think you did anything. YouTube and CNN use Flash so they won't play on the iPad direct from their web pages. I can't even get www.youtube.com to load in Safari - the address keeps switching to m.youtube.com.
You can see some youtube content through the youtube app that came with the iPad or you can use an app like iSwifter to play the content from the web. That plays the cnn content too.
    Edit:
I just tried the accidental link to youtube above and the content plays. Looks like their mobile site (m.youtube). At the bottom, there's a link to the desktop version. Two taps on a video while the loading icon is spinning gets the video to play. Go figure!
