How can I prioritize known wifi networks on ipad2.

AFAIK, there's no way to do that on a stock iPad. Maybe jail breakers have an alternative.

I have two wifi networks set up and switch if one is slow, but I have to manually switch between the two.

Sorry I can't help you but I did think that the iPad remembered wifi networks you have used before and so put them first.
