I wish to download freeware application which can open chm books or converts chm book to pdf book.

There are several CHM readers in the App Store. Just search for chm. I can't recommend any. It's not something I've ever needed to do.

Edit: I should clarify that I found several in the U.S. App Store. Hopefully they will also be available in whatever store you are using.
