Both! We are on holiday at my mother in laws but she doesn't have wireless for me to use my iPad. Can I swap my sim from my iphone4 to the iPad to be able to get Internet access through my O2 sim card contract.

Yes - or you could set up a WiFi hotspot with your iPhone and access the Internet on your iPad using a WiFi link to your 'phone.
