Is it possible to access the internet from a netbook that I have successfully paired with my iPad?
(The iPad has 3G connection but the netbook does not.)

This is possible with a paid jailbreak app called MyWi which creates a wireless hotspot from your iPad and allows devices to tether the 3G connection.
There is no way to share the 3G connection on iPad without being jailbroken AFAIK.

Yes, currently you can only tether the ipad's 3G, if you have an iPad 1, as there is no iPad 2 jb, yet.
