The Kindle app on the iPad does not include the voice feature. It's not even friendly with the iPad's VoiceOver Accessibility feature. The controls work in VoiceOver, but it won't read text. Well, I did get it to read the chapter titles at the top of each page, but that was it.
Not that VoiceOver is a great method of reading iBooks. You have to do it page by page, or change to the scrolling theme. Actually, that last seems to be working fairly well, now that I'm testing it.
Edit: Ok, not so well. Whenever it autoscrolls it seems to repeat a paragraph or two.

If you really want quality audio books take a look at audible.com. They've got an app.
I find all text to speech readers require extra concentration to overcome the mechanical mispronunciations and glitches. I'd rather pay a bit more, and enjoy more; on the very rare occasions I choose to listen instead of read.
The older Kindle e-ink readers and current Kindle Fires have that feature, known as Text-to-Speech. A computer voice reads books to you in odd fashion.
If you're looking to save money, you might check if your library system lends digital audiobooks. For classics, LibriVox.org offers lots of free readings of classic books (out of copyright), read by volunteers. The quality is hit or miss, but that's the price of freebies.
Like Twerppoet says, I'm willing to pay for quality recordings. I like Audible a lot. The prices are reasonable, service is great, and there often are sales.
