You may also have to disable the antivirus package or firewall on the computer you are using.
I had trouble with upgrading an iPod touch because the Norton 360 was blocking my computer from getting to iTunes in a timely manner. When I upgraded my iPad I disabled Norton 360 until I rebooted the computer.

Error 1600 is caused by security software; firewall or antivirus; or a bad USB connection. Try a different USB port or a different computer, or a different USB cable. Disable your antivirus or firewall so you can restore. Plug directly into the computer with the cable, don't use a dock.
You may also try connecting to iTunes. Make sure your iPad is in recovery mode. Restore and wait for the error. Click OK. Keep the iPad plugged in. Close and reopen iTunes and attempt to restore again.

I'm receiving error 40 at the time I'm trying to restore, I have tried several days with this guide, downloading the firmwares from the correct link, I do not know what else to do.. This is my case: iPad 2 "Recovery Mode" Loop I have tried with tiny umbrella but the "Set Hosts on Cydia" is disabled, I don't know if that interfere with the restoring of the iPad

Have you tried the tutorial in the first post of this thread? If you follow it exactly, you should end up with a properly running iPad on the latest iOS.
