It looks to me as if you've installed a tweak from Cydia that is not compatible with your iPad set-up.
So, think back on the most recent tweak you installed from Cydia. Or, in other words, think of what you installed just before you noticed this problem. Then, go back to Cydia and remove that tweak. If you installed more than one at that time, you'll have to uninstall them all and then reinstall them one a a time until you find the culprit.
