Not sure what iPad your on or what iOS your running now, are you jailbroken, have you got SHSH blobs saved if you are, more information needed to fully help you.
Remember apple is now signing 5.01 so it may be a problem.The world is a dangerous place to live, not because of the people who are evil, but because of the people who don't do anything about it!!

I'm sorry, if it wasn't jail broken and you don't have SHSH blobs saved for the 4.x.x you want, then your pretty much stuck at 3.2 or if you update it will be 5.01, but I'm sure the USA today app has been passed on iOS 5.
Just checked, it seems to be running fine on iOS 5.....up to you whether you update or not. It's always a big choice! It can be jail broken too at 5.01 although it's tethered I think.The world is a dangerous place to live, not because of the people who are evil, but because of the people who don't do anything about it!!
