Id like to think it is, however with the impending release/announcement of ipad 2, I would say that Ipad 2 will ship with 4.2.5 or iOS 5 and the original ipad will get an update later.

The 4.2.5 version is probably needed so Verizon can de-nut the iPhone like they do every other phone they offer.
I read that 4.3 would bring them all together including the personal hot spot feature that the Verizon phone offers.
4.3 beta has just been released to dev's today. Maybe we'll jump straight to 4.3.

I believe that a VZW ipad is already availible
