Delta updates mean Apple can, and should, patch things with small, timely updates rather than bundle up all of the changes into one big update.
I applaud them for the new update architecture.
It's fast. It's painless. It should be frequent as well.
There were a couple of issues, one with some U.K. service providers and the iPhone 4S, and another with Exchange services causing excessive battery drain for some users. The 6.1.1 and 6.1.2 were quick response updates to address those specific issues.
Instead of making some weird version number adjustments, Apple simpley bumped the original 6.1.1 beta to 6.1.3 beta.
