It appears that your iPad mini is telling you that you are not connected to the internet.
Tap General>WiFi and then tap the blue arrow next to your ISP account. Then tap "Forget this Network", then go back to WiFi and re-enter your ISP's required info, just like you did when you first signed on to the internet. Did that work?

This has been known to fix an app that's misbehaving. (And if you have not already done this) do the following:

Double press the home button (or do a four-finger swipe upwards), to see the "task bar" icons on the bottom of your screen. Press and hold an icon until they all wiggle when you will then see a minus sign. Tap the Facebook app's minus sign to fully close it. This will not remove that app from your system but hopefully will make it straighten up and fly right. Restart your iPad and I hope that has solved the Problem.

    Never had that problem before.
Have you tried re-downloading the app?

Ok, after spending hours being stump, I finally bit the bullet and bought a tp-link Wifi router and all is well... Still don't know why only the Facebook app was affected... So now I have a spare d-link router.

Excellent! Glad you found a solution, and we may have learned from that as well.
