You can't arrange photos in the Photos app manually. The show by creation date (I'm pretty sure) and there are no options to change that.
Most people who want more control over how their photos are displayed go with a third party app like Photo Manager Pro. There are many others, and depending on what you exact needs are some specialized apps (like portfolio or photo journal apps) may work better.
