This opaque bar has occoured once before and i restored to factory settings completely erasing and starting from scratch. It didn't work this time . I am wondering if the display is shot.

If a restore did not work, then it is most likely a hardware problem.

You are probably out of warrantee by now. If so, it may be cheaper (or not much more expensive) to buy a newer iPad. Or a third parry repair shop might work, if you can find one with a reliable reputation.
