I accidentally removed Safari from my iPad 2 and I can't seem to retrieve it. Is there any anyway to re-download Safari for the iPad?

That's not possible. Have a look in your folders. You have likely moved it into one of them.

There are a couple of other threads about forgotten restriction codes, with some solutions, do a search I'm sure you'll find them.
CLOSING APPS: If an app has stopped responding or closes on launch, try the following: * Home screen * click the Home button twice * Tap and hold on the app * When it jiggles, tap the (-) to close it * Double-click the Home button and re-open the app
