Why is the paragraph non-scrollable?
This is obviously an usual case so we would need to know more details i.e. what app etc..
Basically arrow keys was the keyboard answer to scrolling.
Since iOS is finger driven arrow keys are no longer needed.
There are several tricks.
In this window or dialog box there are arrows at the top to change the size of the box.
You can also move up and down with the looking glass through the text.
You have arrows on the Bluetooth Apple keyboard.
