Hi Jenga, I understand your questions regarding icloud. I, too, had the same questions as well.

Since Photo Stream only works with pictures when they are taken or imported on to a device/computer, you would have to be adding those pictures to some program on the computer. I don't have Windows, so I have no idea of there is such a program for Windows. On the Mac the current versions of iPhoto and Aperture can do this. I have it turned off; because I don't want my next 500 picture camera import showing up on the iPad.
At any rate. iCloud is not for moving/syncing pictures between devices. It's for making newly taken pictures available on all devices.
Apple gave great/patient support as we methodically went through each step, escalation to new levels as their knowledgebase dictated. One of the last suggestions was that I disable my McAfee virus protection. No help. They would get back to me...
Upon reinstalling McAfee I ran a scan and found virus infections that were unresolved. Deep breath. Time to clean slate. End of story. iCloud now works like a champ. Just saying, it's worth a check.
Wishing the contacts could sync with my Yahoo. Oh well.
On the phone three hours w Apple. Never did that w Microsoft.
