uTorrent is a PC based software package and it does not support IOS yet.
If you want to be able to download torrents on your iPad you first need to be jailbroken. Head over to our hacking section and read our stickies to understand whether this is an option for you (if you have a new iPad2 you are likely out of luck for the time being).
From there, there are several apps and tweaks you can download from Cydia, including "Torrent Downloader Safari Plugin", which does exactly what you expect.
There are no options for non-jailbroken devices as far as I know.
Also bear in mind, whilst torrent technology is perfectly legitimate and legal, and discussion or sharing of torrent / tracker details relating to pirated / illegal material will NOT be tolerated on the forums.
