It's a Preference setting of iPhoto. Designed to open the app when a camera is attached. You should be able to turn it off from inside iPhoto>Preferences.
Even so, I sometimes have to open iTunes manually. Although there appears to be an option in iTunes that says "open when iPad is connected" or something like that.
