Well if your asking "How do I connect to the Internet" then you simply need a Wifi or 3G connection (depending on your iPad model)
To connect via WiFi, you simply go to settings- WiFi- toggle it on and pick your network.

Welcome aboard.
First you need a Wi-Fi network to connect to. If you have internet, but no wi-fi, you can get a wi-fi router that will do the job.
You can always try testing it out at a free wi-fi spot like McDonalds or another store/cafe.
If that was all so much noise, then get a computer geek friend to walk you through it. Without being able to look at what you've got and are doing it would be too easy for me to suggest the wrong thing, and waste your money.
That said, maybe perusing this site will give you a better idea of what to do next.
