I removed a virus that messed up my hardrive ,I know longer have apps on pc how can I restore?

Do you mean like the applications on the iTunes.
iTunes was destroyed ?
If this is the case, it is rather simple .
You re install iTunes , with your apple account, and re-download all your app's. the ones you paid for once - are free now.
Apple Store - Remembers.

But I assume that you do have all apps on the ipad?
All you have to do, is to connect it to the PC, and select in the iTunes , what is called
Transfer purchased.
That'l transfer all your apps from iPad to PC .
I do it once every 8 to 10 weeks, on average.
