What do you mean a 3G Wifi network? Do you mean a 3g dongle (Mifi) that takes the 3G signal and sets up a local wifi access point? Its just the same as connecting to any wifi network, the ipad should find it and you enter the security settings.

In order for the 3G service to work on your iPad you will need to set up an account with your wireless carrier first. You won't need to set up an account if you only need to use WiFi.
