Hi I live in Belgium but I am in the US at the moment.it won't let me download a movie from iTunes as that is not available in Belgium iTunes. Any help???

You need to create a US account - you don't need a credit card from the US for this..see Apple's document on this...

Later, when you're trying to figure out why you can get your apps to update, or other syncing problems, remember you have two accounts and may need to switch to the one where the problem app, or media was purchased.

You do that at the bottom of the store pages, where it shows your Apple ID, or says sign in.
