Does anyone know if there is a way to safely run Win & software on an iPad 2 that also says "Verizon" as one of the iPad's specifications?

That is impossible. You can Remote Desktop to a windows computer. Thats as close as you will get.

The iPad can only run software bought from Apple's App Store. It's impossible to run Windows (or even Mac) software on the iPad. It would be like trying to get a gasoline powered automobile to run on diesel...
