Download and install itunes from apple.com
Plug in your iPad
Click it in the left hand column in iTunes and click Restore.

If you wEre backed up it will ask you to use original data and all wi ll be back

The display language can be changed directly from the iPad.
To do so:
-Open the Settings app, it has the toothwheel icon
-on the left side, select the nineth option, it also has a toothwheel icon
-now on the right-hand side, select the third option from the bottom
-and finally choose the first option from the top and set the display language to one you're familiar with
This does not restore your data, but it let's you understand and use the iPad again.
You may still want to connect the iPad to iTunes and choose Restore, than Restore from Backup, in order to copy back any information that may have been on the iPad.
