I have checked the settings and it is truned on. But every time I open Safari, no bar comes up.
Hasn't ever come up that I can remember.
Is this a software problem?
Anone else notice this?

Try restarting the iPad.

Hold down the power button until the red power off slider appears, and slide it off. When the iPad finishes shutting down, hold down the power button again until the Apple logo appear. This often fixes weird problems.

My bookmarks bar only appears when I open a new page.

If you go into Settings >> Safari, you can change it so that your Bookmarks Bar always shows.

Toothdoctor, one more thing occurs to me. Do you have any bookmarks stored in the Bookmarks Bar? It may not show up unless there is something to show.
