You have to do this on your PC first of all and then sync to the iPad. So, establish all the folders that you want on your PC, place any photos in them that you want to transfer and then sync your iPad. The folders will be transferred to your iPad.

Alternatively, there is a third-party app 'Photo Sort' that will allow you to do this directly on the iPad without the need to involve your PC.
