Is there a way to create new storage folders in ipad mail? For example, I got an order confirmation email and I would like to store it until my order comes in. But, I don't want to leave it in "inbox" "trash" or "sent". Can I create a folder called "pending orders"?

You need to create them on your official mail account first then they will show up on your phone.

Yep, unfortunately, while it's easy enough to move emails between folders in the iPad Mail app, creating new folders isn't possible on the tablet itself, so it might be worth setting up a number of named folders on the original mail account on your computer that cover the sort of areas you think you'll likely want to categorize your mails into, and then they'll be transferred at the next sync.

The only other computer that I have is a Windows7 laptop. Do you mean that mail account? I was hoping to be rid of that one.

This does not work with pop3 accounts, but accounts like gmail and such should work.
