Mini ipad connecting to everything why?
I have a Mini Ipad that seems to be trying to connect to every machine on the network using the arp protocol (address resolution protocol). This is not normal and the only time I have seen this before is when you attack a machine using something like Cain and Able to perform a man in the middle attack. My question is why is it trying to connect to every machine on the network using arp?
I'd like to also say Hi as I'm new to this forum and to the ipad and apple OS.

What are the exact symptoms? If it's a popup asking to join networks, try going to Settings > Wi-Fi and turn off Ask to Join Networks.
With this on, whenever the iPad loses it's wi-fi network connection it will look for a strong signal and prompt you to join that network. This setting does not have to be on to remember your networks. It wills till automatically join networks you have previously set up, it just won't prompt to when it sees new networks. You'll have to open the Wi-Fi settings and look your self when out and about, looking for a connection.
It does this even when it has internet connection via cellular service, since it prefers a wi-fi network when it's available.

It's trying to connect to all the windows PC's useing the arp protocol which in my opinion isn't right as it has no reason to connect to the pc's on the network, they all block it and identify it as arp attack (man in the middle). Is this something that happens with minis or is it infected by something. I know about networking a little and about windows pc's but am new to ipads very new, newer than a noob and this leaves me a little worried about the security on ipads to be honest.
If I may also ask for any good security I can put on the ip to protect me surfing the net something that will stop bad sites. and anything that will scan for bad software on it, free would be great if poss.
I'm guessing your computers are responding to some of the automatic stuff in iOS, like searching for AirPrint printers and such. It is highly unlikely you've got any malware on the iPad, especially if you have not jailbroken it. Apps go through a screening process. A few tricks have slipped by in the past, but they get caught and removed fairly quickly. If you are worried about that, don't buy brand new, mostly free, apps from no-name developers. If interested in an app like that, wait a few days and see if it's still there.
There is no legitimate security software for the iPad, because that software would require the very same access rights as most malware. Apple doesn't allow apps to interact with each other except in very specific and controlled ways that prevent not only most mall-ware, but apps that would scan for malware. A conundrum.
On the other hand, to the best of my knowledge (and I read a lot of tech blogs) there are no iPad viruses or malware in the wild.
In iOS 7, there is a new setting to filter the web, Settings > General > Restrictions. If you turn on Restrictions be certain to remember the passcode. There is no easy way to recover from a forgotten passcode.
In Settings > Safari you will see an option to warn of fraudulent sites. It may or may not work for any particular site. Blocking and getting around blocking is a constant battle between the filter creators and malicious site creators.
