This .pdf file looks good on my PC and iPhone, but on the iPad it gets garbled in some way. See bottom pic.

No matter how I transfer it to the iPad it turns out this way. Other .pdf files are fine.

Of my collection of hundreds of PDF files, I found only one that does that - and I haven't found a workaround yet. All apps display it the same way (wrong and jumbled).

That is the only one I've seen do it.

I've seen this a couple of times. What I did was to print the original pdf file to a pdf file. Unfortunately, this made my pdf really large.
