You would need to run an app on both devices that is set up to connect via Bluetooth.
There is no generic support for device to device Bluetooth connections.
What do you intend to do once you connect the two together?
I have the app known as Conference Pad. With it, I can display a presentation on my iPad and control it from my iPhone, or the other way around. It connects via bluetooth or Wifi. For it to work, just as thewitt said, both devices need to be running the app at the same time. Otherwise, the iPad an iPhone won't connect to each other via regular bluetooth. In fact, they won't pair at all in the normal fashion, only while each app is running on each device. This would be a neat way to give a presenation...have an iPad mini in your hand, use the regular iPad to connect to an over head projector or an Apple TV!![]()
