Sorry to have to be so obvious here - but are the Bluetooth devices you have the iPad looking for turned on? And, do know that, as a general rules, the only devices you can connect to the iPad are peripheral devices (keyboards, headsets, etc).
If the device is on, can you describe the steps you are taking. Maybe we can find something there and assist...

The device also has to be in discoverable mode. Some, like keyboards, are almost always discoverable (if they are not already paired). Others need to be put in that mode. This differs from device to device, so it's best to look in that device's manual.
And like Marilyn said, not every kind of bluetooth device will work with an iPad, even it you do get it paired.
