You can have as many accounts in appStore as you want - even from different countries. Then you may switch between them in iTunes and in iPad and purchase apps from the current, you're logged in. What is your question?

If you mean User accounts like on a PC, afraid not. It is one of the top requests for iOS updates. The rumour is Apple are considering it.
CLOSING APPS: If an app has stopped responding or closes on launch, try the following: * Home screen * click the Home button twice * Tap and hold on the app * When it jiggles, tap the (-) to close it * Double-click the Home button and re-open the app
