The tweak Shrink ($1.49, USD) allows you to change the size of the springboard fonts (colors too!). In addition, you can also change the size of the icons and badges.
Pretty cool tweak for a relatively low price. I have it on my iPhone and it also works a treat on the iPad.

It doesn't mention changing the font size in the description. I want to make it bigger.

Doesn't matter. I guarantee that the fonts (aka icon labels) CAN be changed using Shrink.
Guarantee.

there is a "big icon label" in cydia .. use the search button .. i have not tried it myself .. and do not know whether it works on ipad .. maybe drop an email to the developer and ask for compatiblity before installing .. ?
