Cydia is one of the main things you get from jailbreaking. As Marie said, it is impossible to get Cydia without it.

Salam. Tell us your iPad version. It's in Settings -> General -> About device. You'd need to jailbreak. Hurry up though, in two weeks Apple is going to release new firmware version, if you want untethered jailbreak you have to hurry up.
