About LinkBacksIf someone can help when I set a new theme the both wallpapers won't change they stay on mine...I have checked and unchecked in winter board moved them on top of the theme under the theme getting annoying...anyone know why?

The way that IOS handles wallpapers has changed quite a lot over the last few revisions. Many themes use an old method of showing their wallpaper and as such don't work as expected.

4.3.1 i bought carbon one something like that..i also tried tribal which both says foe ipad...all the icons change but neither wallpaper will change...in winterboard i checked and unchecked the user wllpaper and the user lock screen one..i moved them to the top that didnt work..whats wierd i tried fireworks and modfire which both have live wallpaper and those change?

The themes are probably just using an old method for wallpaper display. The tribal theme does say in Cydia it is only tested on 4.2.1. I would suggest you get in touch with the developers (Cydia has links) and make a request! Most paid themes will get updated shortly after a release of a new IOS provided the developers are still committed to them. Sorry I can't be of more help.
