Can I download to iPad for use in Australia as an e book?

You can create a UK-account. You'd need someone to get you some money on that account though (not sure if they check the origin of your credit card, but I didn't even try. I'm using giftcards only as I think my credit card details don't belong in too many companys databases).
Another thing to try is calibre for converting books from and to different formats. I do this a lot and it works reasonably well. Epubs sync great in iTunes for iBooks and goodreader works really great for PDFs.
