You do not need a new iTunes account for new devices. They can work happily together with the one AppleID/iTunes account. The upside is you do not need to pay for shared apps again.
When you plug in your iPad for the first time, set it up from scratch, call it something unique, and it will happily remember each device's settings without a problem.dhewson777
